SENATE Concurrent RESOLUTION—Urging the Department of Human Resources to establish a statewide informational and referral system for health, welfare, human and social services.

 

1-1  Whereas, The State of Nevada recognizes the importance of

1-2  efficient and reliable access to information and referrals concerning

1-3  programs for health, welfare, human and social services for

1-4  residents of the State of Nevada, including, without limitation,

1-5  services for senior citizens, persons with mental or physical

1-6  disabilities, indigent persons, homeless persons, persons who are

1-7  functionally illiterate, victims of crime and children; and

1-8  Whereas, The residents of the State of Nevada will benefit

1-9  from a centralized, comprehensive and statewide connection to

1-10  information about and referrals to programs for health, welfare,

1-11  human and social services in this state that integrates valuable

1-12  existing information and referral systems; and

1-13      Whereas, The Federal Communications Commission has

1-14  designated 2-1-1 as the abbreviated dialing code for access to

1-15  community informational and referral services for the entire

1-16  country; and

1-17      Whereas, The 2-1-1 dialing code makes it possible for persons

1-18  in need of health, welfare, human and social services to access


2-1  information about and referrals to useful programs for their

2-2  particular needs from one centralized location; and

2-3  Whereas, One of the major barriers to health, welfare, human

2-4  and social services is a lack of knowledge about the availability of

2-5  the services and how to find the services, and dialing 2-1-1 is an

2-6  easy, accessible option for persons in need of those services; and

2-7  Whereas, Other states and large cities have very successfully

2-8  implemented an informational and referral system using the 2-1-1

2-9  dialing code to meet the informational and referral needs of persons

2-10  in those states and cities; and

2-11      Whereas, The establishment and maintenance of a statewide

2-12  informational and referral system to provide information and

2-13  referrals to persons in this state concerning health, welfare, human

2-14  and social services, including, without limitation, the provision of

2-15  access to the system by dialing 2-1-1, is an efficient and effective

2-16  way to ensure that the residents of this state receive needed services;

2-17  now, therefore, be it

2-18      Resolved by the Senate of the State of Nevada, the

2-19  Assembly Concurring, That the members of the Nevada

2-20  Legislature hereby urge the Department of Human Resources to

2-21  establish and maintain a statewide informational and referral system

2-22  for health, welfare, human and social services; and be it further

2-23      Resolved, That the Secretary of the Senate prepare and

2-24  transmit a copy of this resolution to the Department of Human

2-25  Resources.
