Senate Concurrent RESOLUTION—Memorializing former State Controller Darrel R. Daines.
1-1 Whereas, The members of the 72nd Session of the Nevada
1-2 Legislature note with sadness the loss on February 1, 2003, of
1-3 Darrel R. Daines, the man who was the respected steward of the
1-4 finances of the State of Nevada from 1983 to 1999; and
1-5 Whereas, Darrel Daines was born on October 3, 1922, in
1-6 Franklin, Idaho, attended schools in Logan, Utah, and Preston,
1-7 Idaho, and began studies at Utah State University where he met his
1-8 lovely bride-to-be, Ursula, before enlisting in the Army to serve his
1-9 country during World War II; and
2-1 Whereas, After completing his pilot training as part of the
2-2 Army Air Corps, Second Lieutenant Daines was assigned in July of
2-3 1944 to the Pacific Theater of Operations and flew combat missions
2-4 for more than a year, for which he received several decorations, and
2-5 was part of the army of occupation following Japan’s surrender; and
2-6 Whereas, After leaving the military at the rank of Captain,
2-7 Darrel Daines completed his studies at Utah State University and
2-8 attended the University of Utah Law School until 1950 when he
2-9 became President of the Daines Manufacturing Company; and
2-10 Whereas, In 1964, Darrel Daines began his career as a fiscal
2-11 officer in Logan, Utah, where he served 4 years as the Logan City
2-12 Auditor; and
2-13 Whereas, In 1968, Darrel Daines moved to Nevada with his
2-14 wife Ursula and their four children to accept an auditing position in
2-15 the Clark County Recorder’s office, where he was so successful that
2-16 he soon became a role model for a new governmental office—
2-17 County Comptroller—a position that was statutorily created in 1969
2-18 and which he held for 14 years in Clark County; and
2-19 Whereas, In 1983, Darrel Daines was inaugurated as State
2-20 Controller and held that constitutional office for a record-tying four
2-21 terms as the chief fiscal officer of the State of Nevada, during which
2-22 time he served as President of the National Association of State
2-23 Comptrollers in 1988 and President of the National Association of
2-24 State Auditors, Comptrollers and Treasurers in 1995; and
2-25 Whereas, As State Controller, Darrel Daines was a member of
2-26 the State Transportation Board and is credited with developing the
2-27 financing plan that accelerated the construction of the east leg of the
2-28 Las Vegas Expressway through Henderson, the completion of
2-29 Highway 395 in Reno and the development of the four-lane divided
2-30 highway between Carson City and Minden; and
2-31 Whereas, For 12 of the 16 years that Darrel Daines served as
2-32 State Controller, his Office was presented with a Certificate of
2-33 Achievement for Excellence in Financial Reporting from the
2-34 Government Finance Officers Association, an award that had not
2-35 been won by that Office before Controller Daines took the reins; and
2-36 Whereas, In addition to his long-standing public service,
2-37 Darrel Daines dedicated much of his time and energy to community
2-38 service, as exemplified by his membership on the Board of the
2-39 Nevada Division of the American Cancer Society for 20 years, his
2-40 service as its Chairman from 1984 to 1987, and his membership on
2-41 the National Board of Directors of the American Cancer Society for
2-42 an additional 10 years; and
2-43 Whereas, Darrel Daines was predeceased in 2001 by his loving
2-44 wife of 57 years, Ursula, and is survived by his daughter, Judith
2-45 Daines Mower of Las Vegas, sons, Alan R. of Colorado Springs,
3-1 Colorado, and William B. R. and Michael K. of Reno, nine
3-2 grandchildren and six great-grandchildren; now, therefore, be it
3-3 Resolved by the Senate of the State of Nevada, the
3-4 Assembly Concurring, That the members of the 72nd Session of
3-5 the Nevada Legislature extend heartfelt sympathy to the family and
3-6 friends of Darrel R. Daines; and be it further
3-7 Resolved, That in addition to being a loving family man who
3-8 generously volunteered his time to benefit his community, Darrel
3-9 Daines will long be remembered for the significant contributions he
3-10 made to the State of Nevada during his 16 years as State Controller
3-11 and as a member of the State Transportation Board; and be it further
3-12 Resolved, That the Secretary of the Senate prepare and
3-13 transmit a copy of this resolution to Judith Daines Mower, Alan R.
3-14 Daines, William B. R. Daines and Michael K. Daines, the children
3-15 of Darrel R. Daines.
