Senate Concurrent RESOLUTION—Memorializing former State Senator and longtime rancher, Floyd R. Lamb.

 

1-1  Whereas, The members of the Nevada Legislature note with

1-2  sadness the death on June 2, 2002, of Floyd R. Lamb, one of this

1-3  state’s most powerful and productive Legislators; and

1-4  Whereas, The eldest of 11 children, Floyd Lamb was born on

1-5  September 3, 1914, in Alamo, Nevada, to cowboy William “Billy”

1-6  Grainger Lamb and the former Marion Paris; and

1-7  Whereas, Floyd Lamb attended Pahranagat Valley High

1-8  School and Lincoln County High School and then began his career

1-9  as a rancher on the family’s ranch; and


2-1  Whereas, Following the untimely heroic death of his father in

2-2  1939 in a rodeo accident, Floyd assumed the role of head of the

2-3  family and helped raise his 10 brothers and sisters; and

2-4  Whereas, Floyd Lamb’s public service began in 1946 when he

2-5  won his first seat on the Lincoln County Commission; and

2-6  Whereas, Floyd Lamb served in this capacity until 1956 when

2-7  he was elected to the Nevada State Senate and thereafter represented

2-8  the residents of Lincoln County as State Senator during a time when

2-9  each county elected one Senator; and

2-10      Whereas, Because the 1965 reapportionment of the Nevada

2-11  Legislature forced Lincoln County to share its Senator with other

2-12  counties, Floyd Lamb moved to Las Vegas, which had gained

2-13  Senate seats, and won election to the State Senate representing

2-14  Clark County; and

2-15      Whereas, From 1965 to 1983, Floyd Lamb served as Chairman

2-16  of the Senate Finance Committee, longer than anyone in the history

2-17  of this state and during a time when Nevada was the fastest growing

2-18  state in America and public expenditures were planned and made to

2-19  keep pace with that growth; and

2-20      Whereas, During his 26 years as a Legislator, Floyd Lamb

2-21  personally sponsored over 30 bills that were passed by the

2-22  Legislature, served as one of the architects of the Taxicab Authority

2-23  in Clark County, and was an avid supporter of public education in

2-24  this state at all levels; and

2-25      Whereas, In 1977, Floyd Lamb convinced the Legislature to

2-26  acquire Tule Springs Park from the then financially troubled City of

2-27  Las Vegas, and the park was later renamed Floyd Lamb State Park

2-28  in his honor; and

2-29      Whereas, In addition to his accomplishments in the political

2-30  arena, Floyd Lamb was named to the Board of Directors of Nevada

2-31  National Bank in 1965, was elected President of the Board in 1969,

2-32  and retired as a bank executive in 1982; and

2-33      Whereas, The life of a man who some have said personified

2-34  “the story of 20th Century Nevada on a horse” will live on in the

2-35  minds and hearts of many, and especially those who watched the

2-36  horse-drawn carriage take Floyd Lamb to his final resting place in a

2-37  dusty but dignified cemetery in the small Nevada ranching town of

2-38  Alamo where he was born; now, therefore, be it

2-39      Resolved by the Senate of the State of Nevada, the

2-40  Assembly Concurring, That the members of the 72nd Session of

2-41  the Nevada Legislature extend their heartfelt sympathy and sincere

2-42  condolences to Floyd Lamb’s loving wife, Loretta, his two

2-43  daughters, one son and two stepsons, and his three surviving

2-44  brothers and two sisters; and be it further


3-1  Resolved, That Floyd Lamb will long be remembered as a

3-2  hardworking family man, a dedicated public servant, a master of the

3-3  legislative process, a real cowboy and a gentleman; and be it further

3-4  Resolved, That the Secretary of the Senate prepare and

3-5  transmit a copy of this resolution to Floyd Lamb’s beloved wife,

3-6  Loretta.
