Sections 1 to 23, inclusive, 24, 26 to 61, inclusive, 64, 65, 68 to 71, inclusive, and 72 of this act effective July 1, 2003. Section 23. 5 of this act effective July 1, 2003, for purpose of adopting regulations and July 1, 2004, for all other purposes. Sections 62 and 66 of this act effective July 1, 2003, and expire by limitation on the date of the repeal of the federal law requiring each state to establish procedures for withholding, suspending and restricting the professional, occupational and recreational licenses for child support arrearages and for noncompliance with certain processes relating to paternity or child support proceedings. Sections 24.5 and 25.5 of this act effective July 1, 2004. Sections 63 and 67 of this act effective on the date of the repeal of the federal law requiring each state to establish procedures for withholding, suspending and restricting the professional, occupational and recreational licenses for child support arrearages and for noncompliance with certain processes relating to paternity or child support proceedings.
