Revise provisions related to property taxes to freeze taxes for one year and then temporarily limit future increases based on the Consumer Price Index

Revise provisions related to property taxes to provide a methodology using a county growth factor to cap future tax increases

Revise provisions related to property taxes to provide a methodology to create a percentage cap on future tax increases.
