Sections 1 to 45, inclusive, 46 and 46.5 of this act effective: (a) June 1, 2009, for the purposes of adopting regulations and performing any other preparatory actions that are necessary to carry out the provisions of this act; and (b) October 1, 2009, for all other purposes.
