For Prefiled Senate Bills
Under parliamentary procedure, a bill can only be referred to committee by the legislative body itself. During the prefile period – before the Senate convenes – legislative staff makes preliminary recommendations on bill referrals, based on committee jurisdictions. Jurisdictions and referral recommendations are subject to ratification by the Senate on the first day of each legislative session.
