Sections 2, 6, 7, 8 and 9 of this act become effective June 6, 2013. Sections 1, 3, 4 and 5 of this act become effective January 1, 2014, if the Governor of this State issues the proclamation described in section 7 of this act on or before that date. If the Governor of this State does not issue a proclamation pursuant to section 7 of this act on or before January 1, 2014, this act expires by limitation on January 2, 2014.
